Presidio County consists of small, rural, isolated communities in Far West Texas. 21% of the population is below poverty level. The nearest low-cost spay/neuter clinic is hundreds of miles away. Mobile clinics from metropolitan areas such as Austin, Dallas, and Houston are unable to drive the required 10-12 hours to service our area. ROMP was established in 2008 by a group of Marfa citizens and is the first and only dedicated subsidized spay/neuter program in the Trans-Pecos area with the exception of the city of El Paso. Historically, our region is predominated by ranching. Veterinary practice was, and to a large extent still is, focused on large animal care. There is no veterinary clinic in Presidio County. There are three veterinary clinics in two neighboring counties. Through our SPOT and Marfa Community Cats programs, and in cooperation with the three veterinary practices, ROMP subsidizes spay/neuter surgeries for those who are unable to afford them. It is our goal to create an atmosphere that encourages and supports spay/neuter as an humanely acceptable and viable means to reduce the problem of pet overpopulation.
